• As a platform admin I want to be able to enable/disable on demand the hpa autoscaler if my workloads don't use it e.g. they only use KPA.

Right now, by default, S-O deploys autoscaler-hpa with two replicas which consumes resources. In the future we might want to deploy another autoscaler eg. the keda one and the user should be able to switch or disable the feature.
As a side note, afaik the use of the hpa autoscaler is not documented downstream (I guess never officially supported?).
