This is what we're going with:

• AllNamespaces is the only supported installmode
• operator ensures that only one CR represents the installation of k-s. all other CR's status will be in error (with a reference to the good CR)
• if no CR exists, the operator creates knative-serving ns and sticks an empty CR in there (this is default behavior, no command line override)
