Migrate S-O away from OSSM 2.x dependencies

      OSSM 2.x provided further dependencies for monitoring directly in istio-system namespace. As per OSSM 3.x docs, we should migrate away from that and install them where needed explicitly:

      Use externally configured Kiali and Jaeger resources rather than configuring these directly within the ServiceMeshControlPlane resource. Besides providing more flexibility for managing Kiali and Jaeger, these will be configured independently in Service Mesh 3.
