Description of problem:

Red Hat OpenShift Pipelines Operator is not displayed in Installed Operators page

Prerequisites (if any, like setup, operators/versions):

OCP Cluster 4.19.18 with OSP 1.20.2 

Steps to Reproduce

1.On OCP cluster with version 4.19.18
2.Install OSP 1.20.2 version
3.Now upgrade the cluster via Administration->Cluster Settings to 4.19.21
4.Navigate to Installed Operators page

Actual results:

Red Hat OpenShift Pipelines Operator is not displayed, although the operator is already installed pre-upgrade of OCP

Expected results:

Red Hat OpenShift Pipelines Operator should be displayed
