The Pipeline Overview page should persist all selected filters — Namespace, Time Range, and Refresh Interval — so that when a user navigates away and returns, their previous selections are restored. This ensures a consistent and uninterrupted user experience.

Expected Behavior

• When a user selects filters and navigates to another page, the selections are saved.
• Upon returning to the Pipeline Overview page, the same filter values should automatically load.
• Upon switching the namespace, default values are restored to time range and refresh interval interval filters
• Persistence should survive page refreshes as well, only when we are refreshing with the correct URL ( example : pipelines-overview/ns/apalit?refreshinterval=off&timerange=4w%202d )
• This behavior should be consistent across tekton result summary api data and prometheus query
