Description of problem:

When logged in as a new user via the openshift console. The approval section under the pipeline tab takes longer to load.

Prerequisites (if any, like setup, operators/versions):

OSP 1.21.0

Steps to Reproduce

1. Install OSP 1.21.0
2. Enable MAG and openshift-console
3. Create users and groups,
4. Create an approval task, and log in as a user from the UI
5. Immediately check the approvals section under the pipelines tab

Actual results:

Approvals tab takes longer to load and to be present

Expected results:

Approvals tab should load quickly
