PaC GitLab: Delete the exisitng comment if commitStatus is created for build PLR

      1. https://gitlab.cee.redhat.com/automation-analytics/automation-analytics-backend/-/merge_requests/1413  One comment is posted for build PLR start and then commitStatus are created successfully
      2.  https://gitlab.cee.redhat.com/automation-analytics/automation-analytics-backend/-/merge_requests/1417 A lot of comments are posted and commitStatus are still created as well. 

      Considering there will be ~1k components according the user feedback, can we do more improvement as below?

      1. Can a retry be added or something like that to make commitStatus created successfully instead of post comment since the repo has had gitlab access configured?

      2. Can the existing comment be deleted if the commitStatus can be created?
