Description of problem:

In 1.19.3, if the custom hub catalog name and URL are set for PAC. After upgrading to 1.20, it doesn't retain the catalog hub name and URL settings.

Workaround

Post Upgrade, manually edit and make changes

Steps to Reproduce

1. Install 1.19.3 OSP
2. Set the custom catalog name and URL
3. Upgrade to 1.20.1
4. Check the PAC configmap post Upgrade

Actual results:

  **  hub-catalog-type: artifacthub
  hub-url: https://artifacthub.io

Expected results:

It should point to the custom name and the Custom URL
