Description of problem:

Deployed FIPS cluster with 1.20.0 OSP on OCP 4.20. Manual approval gate pods are stuck in a crash loop backoff. MAG is not FIPS-compliant for OCP 4.20 with OSP 1.20.0

Deploy 4.20 FIPS cluster

Deploy 1.20.0 OSP

Deploy MAG
