Description of problem:

Installed disconnected cluster and all images are using quay, but the postgres is using the registry.redhat.io/rhel9/postgresql-13 instead of postgres-16. needs to update in https://github.com/tektoncd/operator/blob/release-v0.77.x/operatorhub/openshift/config.yaml#L219 with the correct image.

Steps to Reproduce

Install a disconnected cluster and check the images used

Actual results:

registry.redhat.io/rhel9/postgresql-13@sha256:36647bd6d50d2e0e9c99ecf190bd515577c7ce9476e49d927c4d4065011e3441

Expected results:

It should pull from the quay image packed within the operator with updated version
