In reponse to the upstream issue - https://github.com/tektoncd/pipeline/issues/8969,

The scope of this Jira is to assess and migrate chains from opencensus dependencies to open telemetry. This has to be executed in 2 stages

1. Stage 1- clearly capture the existing metrics and how there are used in konflux dashboard
2. Stage 2 - Upgrade knative and make the necessary changes, publish appropriate docs, downstream docs and release notes
