Description of problem:

Failed taskrun in pipelinerun showing longer execution time

Prerequisites (if any, like setup, operators/versions):

Install 1.18.0 or 1.18.1 openshift-pipelines operator

Steps to Reproduce

1. Create a new-project 
2. Create a new pipeline shared below along with pvc
   https://raw.githubusercontent.com/openshift-pipelines/release-tests/refs/heads/master/testdata/ecosystem/pipelines/cache-stepactions-python.yaml
3. Start the pipeline with wrong tag in image field
   quay.io/openshift-pipeline/ci:abc
4. Let the pipeline fail as we have given wrong tag

Getting higher execution time for failed taskrun

Should match with actual execution time
