Description of problem:

If an error occurs while processing a webhook event, PaC will create an error check on the Pull Request which emitted the event with the message "There was an issue validating the commit: <details>". This happens even if no Pipeline Runs were matched (or should have been matched). See for example: https://github.com/terraform-redhat/terraform-provider-rhcs/pull/888
