Description of problem:

When Cached dir is compressed with tarit then files permissions are changed as per current user while they must be preserved as per original user.

Impact:
When  artifact is decompressed then build step which might not be using the same user as cache is not able to access then cached resources.

 #  Reproducible  when build step uses selenux based base image and running user is not root or 65536 (This is  user used by cache)
