I suspect this might be related to PRs against non-default branches because that's where we observe it in our repo.

Steps to Reproduce

Open a PR, let CI pass. Add some GitHub label, watch Konflux runs appearing for the PR's commit.
 

Actual results:

Pipeline runs get triggered when any label is added on a PR.

Expected results:

Pipeline runs not get triggered when they don't match CEL expression.
