The TektonCD operator currently installs PAC only on OpenShift, not on KIND/Kubernetes platforms. We need to extend the support of Pipelines as Code to include the Kubernetes platform as well.

Background (Required)

Currently, the TektonCD operator supports installing PAC only on OpenShift and not on KIND/Kubernetes platforms. We need to enhance this support to include Kubernetes as well.
