Support adding custom tasks into a remote pipeline reference

      Goals

In Konflux, we are considering enabling users to just have a pipeline reference instead of all of the individual task references (KONFLUX-2500). While this might be beneficial in reducing noise for updates, it would prevent users from customizing the pipelines by adding new tasks.

A resolver which supports a remote pipeline reference (i.e. bundle or git) while also allowing custom tasks to be inserted into the graph would be beneficial.
