Description of problem:

In Rising Concurrency test for Pipeline Controller with 10 HA Setup it was observed that even though overall duration for PR has reduced in 1.16 when compared to 1.15, but there was a significant amount of increase in PipelineRun Pending Duration.

Pending duration is calculated based on the difference between the PR start_time and creationTimestamp.
