PaC logs integration for BitBucket

2. What is the nature and description of the request?

When users are using Pipelines-as-Code (PaC), error messages sometimes do not get surfaced to the user interface or in any objects or logs. This feature request asks for a functionality to provide errors / logs for PaC also to BitBucket.

rh-ee-ksaha already mentioned that this feature is already implemented for GitHub (GitHub Checks), however this feature request would be for BitBucket. Errors should be returned to the user via BitBucket or similar.

3. Why does the customer need this? (List the business requirements here)

Customer is using PaC to develop pipelines, however as regular users they do not have access to the PaC controller. Therefore some errors are not surfaced to the user. This makes implementing PaC more difficult for the customer
