Show "All" namespaces in Pipelines Overview for non-admins

2. What is the nature and description of the request?

In current OpenShift Pipelines releases, on the Pipelines Overview page, when an administrator visits the page, they can choose "All" in the namespace dropdown to get an overview over all namespaces in the cluster. However this is not possible for non-admins.

This feature request is to have the "All" option on the Pipelines Overview page for non-admins as well. When selected, it should show an overview of all namespaces the non-admin user has access to.

3. Why does the customer need this? (List the business requirements here)

Customer has development teams that develop in multiple namespaces. The developers are not cluster administrators, but only namespace admins. At the moment, the customer has to check each namespace individually.

Customer will have a lot better insights into their Pipelines, resulting in more Pipelines usage.
