As a QE I need to run tests on disconnected clusters.

Background (Required)

At the moment we install disconnected clusters using Flexy in task "install-cluster" which is based on flexy-containerized project which is not maintained anymore.

Some time ago, cluster installation (even non-disconnected) broke, so ppitonak implemented a workaround but it's just a matter of time when it breaks again.

Out of scope

Custom script for installing the cluster, we want to reuse what other teams' work.

Approach (Required)

Research the options or find out what OpenShift QE is using. Have a look on managed services

• OSD
• ROSA - we cannot run tests on HyperShift/HPC ROSA yet because we depend on image content source policy that is not supported there, maybe ROSA classic or some other deployment will work for us
• ARO - in Nov 2024 they still don't have OpenShift 4.16 and 4.17 available, IMHO we should prefer solutions with latest stable version of OpenShift available
• OpenShift CI - it is supposed to replace Flexy so maybe it already has some configuration
