Now that all components (including the operator) are onboarded, we need to make sure we are publishing multi-architecture images

List of architecture we target

• aarch64 (arm64)
• ppc64le (POWER)
• z390x (Z)

The idea is to adapt the pipeline we use to be close to https://github.com/konflux-ci/build-definitions/tree/main/pipelines/docker-build-multi-platform-oci-ta (which is the default pipeline to do multi-arch).

Note that it can be done in parallel of onboarding components, … as it doesn't change too much.
