Description of problem:

Related to SRVKP-5949, remove the pipeline service automation cleaning secrets leftovers. The issue was believed to be fixed in PaC, but after initially removing the workaround in pipeline-service, we found the issue persist.

I was able to reproduce the issue. The problem occurs when because of an issue, the pipelinerun is not created and the secret was already created. One such case is when the namespace in the pipelinerun definition does not match the namespace on the cluster where the repo object exists. There could be other such cases.

Workaround:

Use a cronjob to clean periodically the leftover secrets.
