Today PAC supports comments in limited fashion with on-comment annotations and cel expressions via body.pull_request.

However the broader support is lacking when Github event triggers can be support via body.issue_comment and body.label.

This shall enable users to support custom comments and labels in line with other tools such as Github Actions
