Description of problem:

Source annotation gets added even if it is already present in the catalog resource.

Prerequisites (if any, like setup, operators/versions): 1.16

Steps to Reproduce

Actual results: 

source annotation gets added twice if it is already present in the tasks.

Expected results:

There should be only one source annotation present in the annotations block of the tasks/stepactions.
