Story (Required)

As a QE, I want to run nightly tests on OpenShift 4.17. Add necessary configuration for Hive

Approach (Required)

1. add cluster image set, similarly to https://gitlab.cee.redhat.com/tekton/plumbing/-/blob/master/ci/clusterimagesets/openshift-416-multi.yaml?ref_type=heads
2. add pool for x86 similarly to https://gitlab.cee.redhat.com/tekton/plumbing/-/blob/master/ci/clusterpools/aws-416.yaml?ref_type=heads
3. add pool for arm64 similarly to https://gitlab.cee.redhat.com/tekton/plumbing/-/blob/master/ci/clusterpools/aws-416-arm.yaml?ref_type=heads

Dependencies

OpenShift 4.17.0-ec.0 build is available - see https://amd64.ocp.releases.ci.openshift.org/

Acceptance Criteria (Mandatory)

1. Cluster pool exists
2. Cluster pool can be used in acceptance-tests pipeline
