There is a golangci-lint.yaml needs modification to enhance and add additional linters and enable caching.

Create a POC, with list of additional linters and enablement of caching in CI.

Approach (Required)

• Create a POC for additional linters to be enabled and how enabling cache affects CI performance.
• add or modify golangci-lint.yaml[ |https://github.com/openshift-pipelines/release-tests/blob/master/.golangci.yaml]
• modify https://github.com/openshift-pipelines/release-tests/blob/master/.tekton/go-lint-pipelinerun.yaml to enable caching.
• Fix any errors shown by enabling additional linters.
