The following is out of scope.

• Implement this per-namespace (this is orthogonal). See SRVKP-2272 for per-namespace.

Approach (Required)

Enable configuration to disable spec, to not allow users to run pipelines with inline spec clusterwide.

This is essentially about updating the "validation" part to error out if there is inline spec and disallowed clusterwide.
