PAC support for Pipelines in Pipelines

PAC needs to support https://tekton.dev/docs/pipelines/pipelines-in-pipelines/ through -

1. PAC is able to resolve pipelines used in the above mentioned feature
2. The pipeline reference can come from PAC annotations
3. The syntax for pipeline in pipelines remains the same 
4. Need to figure out how to show in GH checks
