STONEBLD-1438 implemented ability to rerun push pipeline by adding "build.appstudio.openshift.io/request: trigger-pac-build" annotation to the component.
While it worked on development clusters, this feature doesn't work on prod instance of RHTAP.
Build Service gets 503 error from Pipeline as Code webhook.
