Expose "performance" flags for the chains controller

      As gmontero@redhat.com in a slack thread (https://redhat-internal.slack.com/archives/C02CTEB3MMF/p1709822022039709?thread_ts=1709641571.818709&cid=C02CTEB3MMF), the chains controller today, runs with default settings that are more or less developer-mode settings (they are not optimized for heavy usage at least).

      And today, there is no way to change those configurations. As we share the same library for the controllers (knative/pkg), we should definitely expose those configuration the same way the pipeline controller does (see link below).

      This should be a good candidate to also backport to previous release (upstream or as a patch downstream), at least 1.13.x and 1.14.x
