Label cluster secrets related to nightly jobs or automated upgrade jobs so that we can clean up cloud resource much sooner.

Background (Required)

By default, task "cleanup-cloud-resources" removes only clusters that have no "keep-cluster" label and are older than 3 days. However, clusters whose name starts with "interop", "nightly" or "upgrd" are removed after 16 hours in order to save money.

With Hive we no longer have cluster names in control, their names are derived from the cluster pool name, e.g. openstack-414-zmfj6 in case of cluster pool openstack-414

Approach (Required)

Leverage annotation "triggers.tekton.dev/trigger" set by event listener to tag secrets of nightly/upgrade jobs
