Description of problem:

Post upgrade of the Redhat openshift pipelines(1.13.0) operator the Openshift pipelines controllers pods are in crashloopbackup state. 

Prerequisites (if any, like setup, operators/versions):

openshift cluster: 4.13.15
Redhat openshift pipelines: 1.13.0

Client upgraded from pipelines operator from 1.12 to 1.13 and they are facing issue with the pipelines controller pods in CLBO state. 

Actual results:

Openshift pipelines controllers pods are in crashloopbackup state. 

Expected results:

Openshift pipelines controllers pods should be in running state.
