Description of problem:

tekton-chains-controller crashing with below error in pod logs :

panic: runtime error: invalid memory address or nil pointer dereference
[signal SIGSEGV: segmentation violation code=0x1 addr=0x10 pc=0x1b45334]
~~~

Client was observing issue with openshift-pipelines 1.11.0 now they upgraded to 1.11.1 and still observing this issue and unable to sign images.

Prerequisites:

OCP version: 4.12.19
Pipelines operator version: 1.11.1
