Description of problem:

Operator update from 1.12.2 to 1.13.0 is failing because validating-mutating-webhoook doesn't exist.

Workaround

Prerequisites (if any, like setup, operators/versions):

OpenShift 4.14.3 (ARM or x86_64)

Steps to Reproduce

 # install Pipelines 1.12.2

1. update operator to 1.13.0
2. watch the installer sets

Actual results:

Installer set validating-mutating-webhoook doesn't exist

Expected results:

installer set should exist

Reproducibility (Always/Intermittent/Only Once):

• Always on ARM and X86_64
• P probably works
• Z unknown

Workaround:

Kill operator-webhook pod and the installer set is recreated
