[release-testing] Performance tests

      1. Install a fresh cluster (3 master nodes + 3 worker nodes on AWS, flavor m6i.xlarge (4 CPU, 16 GB RAM, ebs-only)
      2. Install OpenShift Pipelines operator
      3. update .spec.pipeline.performance in TektonConfig
        1. buckets: 10
        2. replicas: 10
        3. threads-per-controller: ??
      4. enable HA as described in https://docs.openshift-pipelines.org/docs/latest/operator/high-availability.html
      5. download perf testing script from https://github.com/khrm/scalingPipelines
      6. install parallel and run parallel --citation (only needed first time)
      7. create a new namespace and run perf tests
        1. time ./benchmark-tekton.sh --total 500 --concurrent 150
