Update cli download url for PAC status page in downstream

      Based on the PR https://github.com/openshift-pipelines/pipelines-as-code/pull/1455

      We have to put the url for downloading cli, that will show up in status page on github UI for actions. For downstream buils, we need to update that URL for downstream CLI links, this is just placeholder to do this.
