we need to move from the current cron based model of updating the dashboard to a watcher based model where the dashboard is updated and slack notifications are sent as and when things happen on different release branches

this means either moving cumin to a watcher based model - or writing a controller over cumin that runs commands upon reacting to UMB messages, etc
