Current customer problem:
1) oc-mirror will fail of the desire patch release is directly mentioned in the config file with something like minVersion or maxVersion - customers have to adjust this file every time there is a pipelines z-stream
2) customers will not be able to reproduce what they tested in a staging env, if they test a specific version of pipelines in stage and then they want to install / update to that in prod, you are breaking them with every new patch version of pipelines, because it effectively removes this older release from the catalog
