Description of problem:

Right now disable-ha flag is not properly getting passed to controller arg so ha is not getting enabled.

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

• Install operator
• you wont see any lease for tekton-pipelines-controller - `oc get leases`

Actual results:

HA should be enabled/disabled

Expected results:

HA is not getting enabled

Every time
