in this story, figure out what needs to be done to officially be FIPS compliant . This needs to be released before 31-Jan-2025

• check/add konflux check payload scan task if available for product onboarding on konflux https://issues.redhat.com/browse/KONFLUX-4158

• i have found that the check-payload for fips compliance (https://github.com/openshift/check-payload) is run as downstream as part of cvp checks
  once the operator will claim that it is fips compliant https://github.com/tektoncd/operator/pull/2429
  i wanted to check that(shoudl check that check-payload is skipped for current tests), jenkins seems down though,
