When a user opens a PR, if he/she have a public membership in the Gitub org, the build pipeline should be triggered. This doesn't work today if the org contains more than 50 members, because the PAC version we are using has a bug. The bug was solved in 0.18.x.
This blocks any project in the Openshift org which has 2000+ members.
