When installing openshift pipelines operator via UI, it is not possible to install it on different namespace. only allowed to install it on "openshift-operators" namespace.
For some reason users wants to maintain each operator in a specific namespace.
We can allow to install the operator in any namespace which has prefix of "openshift-" or allow to install either in "openshift-operators" or in "openshift-pipelines-operator" namespace and mark the namespace "openshift-pipelines-operator" as preferred.
