expose MONGO_SERVER_URL in TektonChain

MONGO_SERVER_URL env var can be added to the chains controller deployment upstream to expose MongoDB server URI to the chains controller, however such editing is not supported when deployed via the operator - this needs to be fixed by allowing users to supply this field via the TektonChain CR
