As a QE trying to run operator upgrade tests I want to create a cronjob to trigger operator upgrade tests weekly

Background (Required)

We have a pipeline for testing operator upgrade tests and it requires manual triggering. Since we do not want to test operator tests for every nightly build that we get, we want to run the tests once in a week

• Triggers related resources to trigger upgrade tests are present in plumbing repo
• The above resources are configured on downstream CI
