Fix send-interop-notification task

Background (Required)

As we have upgraded the Openshift Pipelines operator to 1.10.0 in the downstream CI cluster, the tasks which are dependent on the pipelinerun schema are failing due to changes in the API version.

Update taskruns to use v1 taskrun/pipelinerun schema

• Task which sends test results to interop pipeline through UMB message should work fine
