Pruner cronjob not getting updated after adding annotation operator.tekton.dev/prune.skip=true namespace

      Description of problem:

      Pruner job not getting updated if we add operator.tekton.dev/prune.skip=true annotation to namespace

      Prerequisites (if any, like setup, operators/versions):

      Install the latest build of Openshift Pipelines 1.9.1

      Steps to Reproduce

      1. Create a new namespace
      2. Annotate the namespace with value operator.tekton.dev/prune.skip=true
      3. Update the config of pruner in tektoncon config CR
      4. Check the cronjob which is in openshift-pipelines namespace

      Actual results:

      Pruner cronjob is not getting updated

      Expected results:

      Pruner cronjob should get updated

      Always
