PipelineRuns fails on CouldntGetTask when quay.io is unstable

Description of problem:

We can see a lot of failed Pipelineruns on CouldntGetTask.

Seem to be issue with unstable quay.io but other services are able to recover and work properly.

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. Run PipelineRun with many tasks from tekton oci bundles.

Actual results:

Sometimes the pipeline fails with state CouldntGetTask

Expected results:

PipelineRun is able to recover from state CouldntGetTask

Reproducibility (Always/Intermittent/Only Once):

Intermittent
