Performance Tuning for Openshift Pipelines

Short Term workaround:

• Provide a verified way to modify ThreadsPerController, QPS and Burst to meet the performance requirements for the customer.

z Stream Fix (Long Term):

• Expose ThreadsPerController, QPS and Burst flags in TektonConfig.

The idea here is to expose some options in the operator to be able to set some of those "controller tuning" flags.
