Description of problem:

PAC: Pipelinerun is created even for a user who is not in OWNERS file

Prerequisites (if any, like setup, operators/versions):

Install the latest build of Openshift Pipelines 1.9.0

Steps to Reproduce

1. Configure PAC using github app
2. Create a github repo and create repo custom resource
3. Create pull request from another ID

Actual results:

Pipelinerun is getting triggered if any user creates a PR

Expected results:

Pipelinerun should get created only if the user approver or owner

Reproducibility (Always/Intermittent/Only Once):

Always
